Gov. Charlie Crist and the Florida Cabinet delayed action Tuesday because the National Park Service has not yet completed a management plan for the land.

Agriculture Commissioner Charles Bronson is worried the plan might prohibit hunting, the eradication of invasive species and use of mechanical firefighting equipment.

The deal also calls for the federal government to pay the state $4 million because Florida is providing more than its 20 percent share of the joint land acquisition project.

Florida has spent $19 million and the National Park Service $56 million for a combined $75 million.
