The panel announced Wednesday its decision after getting a citizen's complaint against Hasner, now a candidate for the Republican U.S. Senate nomination.

Hasner can seek a hearing or try to settle the charge.

The candidate's spokesman, Rick Wilson, says Hasner will continue trying to resolve the matter. Wilson says said Hasner didn't know he was supposed to file the form within 60 days of leaving the Legislature and never received a mailed notice.

A lawyer for the state wrote that ignorance of the law is no excuse. She added that the notice was sent by certified mail but returned after Hasner failed to retrieve it.
