The panel announced Wednesday it rejected the complaint filed by the Teamsters. The commission found there is no basis for allegations that Scott misused his position or accepted any illegal gifts or compensation.

The complaint cites donations by private prison companies to Scott's inaugural fund.

The Teamsters and International Union of Police Associations are trying to unseat the Police Benevolent Association as the bargaining agent for state prison guards.
